Democracy and Equality

In conversation with some colleagues the other day, the topic of the American election came up.  One person said that the Americans should amend their system so that whoever wins the popular vote wins the election.  I responded that this was a bad suggestion.  Democracy, I argued, is the worst concept of government there is.  America’s Founding Fathers, I argued, while wrong to give themselves a republican (no king) form of government, at least had the sense to invent the electoral college to filter the popular vote so that their democracy was less direct.

 

Someone else said that I was advocating dictatorship, as if this was the only alternative to democracy.  Apparently he had forgotten that I have explained my views quite clearly in the past. Legitimate government is a representative model on earth of the government of the universe in Heaven.  That means the reign of kings.  Or, should the succession fall to a woman as in the case of our late Sovereign Lady of blessed memory, Elizabeth II, a queen.  Since human beings are fallen and sinful and lack the perfect justice of the King of Kings in Heaven, the institution that provides the governed with representation in the earthly king’s government is also acceptable.  This is the ancient institution of Parliament.  That it is ancient and has proven itself through the tests of time, and not the fact that it is democratic, is why it is acceptable. 

 

Dictatorship is not the opposite of democracy but its ultimate expression.  I don’t mean the original dictators, who were officials of the Roman Republic, appointed by the consuls (co-presidents) to handle an emergency, usually military in nature. I mean dictators in today’s usage, which is synonymous with what the ancients called tyrants.  Whatever you call it, however, a dictator or tyrant, this kind of person is the ultimate democrat.  For he seizes power by rallying the mob behind him.  He is the opposite of a king, whose position in his realm is an extension of that of the father in the home or the patriarch in the older, more extended, family.  A dictator is always “Big Brother”, the first among equals.  Eric Blair knew of that which he wrote.

 

This colleague defended equality on the grounds that the Lord made us equal.  “Chapter and verse” I responded.  There is no chapter and verse, because this is not the teaching of the Scriptures.

 

Like democracy, equality is one of those abstract ideals that Modern man has made into an idol.  The ancient Greeks knew better as can be seen in the myth of Procrustes, whom Theseus encountered and who made his guests fit his one-size-for-all bed by either lopping parts of them off or stretching them.  Kurt Vonnegut Jr.’s “Harrison Bergeron” is an updated version of this story.  Equality is a very deceptive idol because of its surface resemblance to the ancient good of justice.  Justice, however, demands that each person be treated right.  Equality demands that each person be treated the same as every other person.  These are not the same thing. 

 

The difference between treating people right and treating people the same can be illustrated by further ripping the mask off of equality.  Equality passes itself off as the virtuous ethic of “You should treat a perfect stranger as if he were your own brother.”  In practice, however, what it really means is “you should treat your own brother as if he were a perfect stranger.”  In the field of economics equality is socialism, the system that presents itself under the mask of Charity or Christian Love, the highest of the spiritual or theological virtues, when behind that mask is Envy, the second worst of the Seven Deadly Sins.

 

The ancients knew that equality and democracy, far from being the goods and virtues they purport to be, basically boiled down to two wolves and a lamb voting on what to have for supper.  Modern experience adds that the false idol of equality leads inevitably to the dehumanization of mass society in which each person is reduced to just one number in the multitude.

 

My colleague argued that each person is equal in worth or value and that this can be seen by the fact that Jesus died for everybody.  We should not be making a big deal about people’s worth or value, however, because to do so is to commoditize human beings.  The value or worth of something is what you can exchange it for in the market.  Jesus applied the concept of value to human beings once.  This was in Matt. 10:21 and Luke 12:7 which record the same saying.  Jesus’ point here is not egalitarian.  God cares for the sparrows, you are worth more than them (this is a hierarchical, not an egalitarian observation), therefore you should trust God to take care of you.  The only other time the word value appears in the New Testament – worth doesn’t appear there at all – is in Matt. 27:9 which speaks about the silver Judas was paid to betray Jesus. 

 

Yes, Jesus died for all.  To say that this made people equal is a major non sequitur.  It introduced a new distinction between people.  Those who trust in Him are saved by His death.  Those who don’t, are condemned all the more for their rejection of the Saviour.  Where they are equal, that is, the same, is in their need for Christ’s saving work.

The Chinese Dilemma and its Solution

 If you have been following the news at all for the last couple of weeks – a practice I would advise against, as “the news” consists almost entirely of brain-rotting disinformation peddled by the corrupt corporations and even more corrupt government bureaucracies that control all but a fraction of a percentage of the main media organs – you are likely aware that the travel itinerary of Nancy Pelosi, the speaker in the lower house of the congress of the American republic has generated a bit of a brouhaha.   Included in that itinerary was a trip to the Republic of China on the island of Formosa.   When the People’s Republic of China on the Asian mainland learned about this they raised a stink about it and began issuing all sorts of warnings, threats and ultimatums, telling the American republic that they would be “playing with fire” if the trip were not cancelled, and even talking about shooting her plane down.   By doing so they accomplished something that few others have been able to do, especially in the last decade or so.  They brought the Democrats and the Republicans in the American republic together and united them on an issue.   Both took the position that the Chinese government must not be allowed to bully American officials and tell them where they can and cannot go.     I had rather expected her to pull a Captain Airhead or a Joe Whatshisname and come down with a sudden case of the bat flu but on the evening of Tuesday 2 September she arrived in Taipei.

 

While I have nothing but loathing for Communism and Communists, I admit that I can see the point of the brutal Chinese despots on this matter.  I don’t care for the fact that for most of the year Nancy Pelosi is across the 49th Parallel from the Dominion of Canada and would prefer her to be much further away on the other side of the world.    There is little I can do about that, alas, but it makes it easier to understand what must have been going through Xi Jingping’s head when he learned that soon there would be nothing but a 110 mile strait separating him from this creature.    I assume that apart from the whole “nobody tells us what to do” attitude of the Americans, the reason for the bipartisan consensus of indignation towards the People’s Republic’s threats was that Democrats and Republicans alike did not want her trip and thus their time free of her to be cut short.

 

Since China and not Pelosi is my subject here, the only thing I will say about the person who looks and acts like she is auditioning for the role of a female or transgender Skeletor in a cheesy woke remake of the Masters of the Universe in which the protagonist He-Man would likely be dressed in his twin-sister She-Ra’s outfit and calling himself She-Man and who managed through trading that many see as just a tad suspicious to amass a fortune of about $120 million dollars in her career of almost forty years as a politician is to note that back in May she was excommunicated by the Church of Rome’s Archbishop in San Francisco over her using her elected position to support a special privilege for her own sex, the gruesome and unconscionable special privilege of having the legal right to murder unborn children.   I mention this only because the Archbishop in question, Salvatore Cordileone, deserves commendation for his courage, rare in this day and age, by contrast with the clownishness of the current Pretender to St. Peter’s throne in Rome who ignored the excommunication and administered the Sacrament to her anyway, if it can still be called a Sacrament coming from the hand of a man better suited to be a contortionist than a prelate judging from the performance he recently put on here in Canada, in which he bent over backwards to stick his head, pointy mitre and all, up his own rear end, by issuing a groveling “apology” for his Church’s past humanitarian and missionary educational outreach endeavours. 

 

This whole controversy has undoubtedly been confusing to those who are only slightly familiar – or not at all – with the situation in East Asia.   This is not like some bizarre scenario where Mexico objects to the point of threatening military action to an official from France visiting the United States.  It is not even like Russia objecting to Western politicians visiting the Ukraine at some point prior to the current war, although this is a little closer.   The island of Formosa, although it has been claimed politically, in whole or in part, by various empires over the last millennium, has ethnically and culturally long been part of China.   Ceded to the Japanese Empire late in the nineteenth century, after Japan’s defeat in World War II it returned to Chinese governance, specifically that of the Republic of China then based on the mainland.   At the same time, however, the Chinese Civil War, which had been officially on hold for World War II, restarted and in 1949 the Chinese Communists led by Mao Tse-Tung had driven the Nationalist government led by Generalissimo Chiang Kai-Shek out of the mainland.   The Nationalists, and the Republic of China which they governed, retreated to Formosa which has been governed by the Republic ever since.   The Communists have remained in control of mainland China, governing their People’s Republic from Beijing.   Now, obviously there has been a de facto political separation of Formosa from mainland China ever since 1949.  However, unlike the situation with the Ukraine after the Soviet Union collapsed and she declared her independence from Russia in 1991, the independence has not been formally recognized by both sides.  Indeed, it has not been recognized by either.   The People’s Republic of China claims Formosa to belong to China and itself to be the sole legitimate government of all of China.   The Republic of China agrees with the People’s Republic of China that the island and the mainland are one country.   She, however, although this rhetoric has been toned down in recent decades, has insisted since 1949 that she, rather than the Communists in Beijing, is the legitimate government of all of China.    

 

Therefore, when the People’s Republic of China says that she does not want Nancy Pelosi going to Formosa, her objection is to the American politician going to what she regards neither as another country nor a territory in conventional secession whose independence she refuses to recognize, but to part of the country over which she claims to be the sole legitimate government.   Leaving aside for the moment the question of the truth or falsity of her claim to legitimacy, her objection to Pelosi’s visit would be simply hot air if she was the only party that regarded Formosa as part of China.   The matter is complicated greatly by the fact that the government of the Republic of China on Formosa agrees with her and so does the third party to this dispute.

 

That third party is the United States.   The United States has, ever since she decided in the Nixon administration to take advantage of the split in the Communist world between Moscow and Beijing by opening up diplomatic and trade relations to Red China, taken a “One China” policy in which she agrees with Beijing and Taipei where they agree – that there is only one China and Formosa is part of it – while remaining ambiguous on the rather stickier point on which they disagree.   Due to her taking this position and opening up relations with Red China, the United States dishonourably withdrew her previous recognition of the Republic of China, but she tried to make it up to the latter by promising to supply them with enough arms to deter the Communists from attacking.   Thus, her “One China” policy contradicts both that of the People’s Republic and that of the Republic of China in that her commitment is, above all else, to preserving the status quo.

 

This is understandable, perhaps, in that the United States bears a great deal of responsibility for creating that status quo in the first place.

 

The Communist takeover of mainland China began with the overthrow of the Chinese monarchy and the establishment of the Republic of China in 1911.   This led to several years of turmoil as attempts were made to fill the power vacuum left by the abolition of the legitimate government.   The second president of the Republic attempted unsuccessfully to seize the monarchical power for himself, then the country was torn apart as military factions headed by warlords took control of the various regions of the large empire.   Then Sun Yat-Sen, the leader of the 1911 Revolution who had been briefly the first president of the Republic, formed the Kuomintang, the Chinese Nationalist Party, which fought against the warlords to re-unite the country.   These efforts ultimately succeeded in 1926, by which time the Kuomintang was headed by Sun Yat-Sen’s successor, Chiang Kai-Shek.   The success war short-lived however.   Sun Yat-Sen had made a foolish and naïve decision to co-operate with the Chinese Communist Party, backed by the Bolsheviks in Russia.   As was the case with Kerensky in Russia in 1917, this provided the Communists with an opening they were able to exploit to seize power for themselves.  As a consequence his successor was soon embroiled in a Civil War against Mao’s Communists.

 

The Chinese Civil War began about a little over a decade before the Second World War started and had that latter conflict not broken out it might have ended differently.   World War II forced the Nationalists and the Communists in China to put their conflict on hold, for the most part, to fight against their common enemy in the Japanese Empire.   This, however, placed China in alliance with the other countries fighting against Japan and the Axis.   More specifically it placed her in alliance with the Soviet Union and the United States.   Due to this alliance, when the hostilities in the Chinese Civil War resumed after World War II, the balance had already shifted to the Communists.

 

That an alliance with the Soviet Union, the sponsors of Mao’s Communists, would tip the scales in the Chinese internal conflict to the latter, hardly needs explanation.   That an alliance with the United States would have the same effect will sound strange to those used to looking at the United States and the Soviet Union through the interpretive lens of the Cold War in which they are portrayed not just as hostile powers in an ordinary conflict but as polar opposites representing capitalism and communism.   It is nevertheless the case.   World War II began in the second of Franklin D. Roosevelt’s four terms as American president.   FDR was so horrible that only a few years after his death the Americans passed the twenty-second amendment to their constitution limiting a president to two terms.    Had they not revolted against their legitimate Sovereign in the eighteenth century, they would have had no need to create the office of president and would never have had to impose a term limit on it to prevent another rotten politician from clinging to elected power as long as FDR did.   One of the things that made FDR so bad was his attitude towards Communism in general, and Stalin in particular.   Later, in the Cold War era, liberals talked and acted pro-Soviet for a number of reasons.  Sometimes they were actually Soviet agents.  Most often it was simply a case of their liberalism being that of the squishy sentimentality that Robert Frost so appropriately captured when he defined a liberal as “a man too open-minded to take his own side in a quarrel”, the quarrel at the time being with the Soviets.   FDR, however, was the kind of liberal who saw the Communists as fellow progressives, sharing the same ideals and working towards the same ends as American liberals, who were just a little misguided about the means.   The first year of his first term as president, he sent the first American ambassador to Stalin’s Soviet Union, right at the time the Holodomor – the artificially induced famine that killed millions in the Ukraine – was going on.   He recalled that ambassador when he sent back truthful reports of just how awful the USSR was, and in his place sent Joseph E. Davies, who arrived just in time for the Great Purge, i.e., the show trials through which Stalin eliminated his rivals, and sent back to FDR just what he wanted to hear, glowing reports about how wonderful Stalin and Communism and the USSR were, complete with an account of the Great Purge that depicted the victims as guilty and justice as having been served.   FDR would later personally request that the Warner Brothers turn Davies’ pro-Stalin memoir Mission to Moscow into a pro-Stalin propaganda film, with which request, much to the discredit of the company that gave us Bugs Bunny, Elmer Fudd, Yosemite Sam, Sylvester and Tweety, they complied.    Had this been all, FDR would merely have gone down as the biggest moron in history.   Unfortunately, however, his attitude towards Communism and Stalin also manifested itself in his World War II policies, and in his meetings with Churchill and Stalin from the first at Tehran (1943) to the last at Yalta (1945), convinced that he had some kind of power of persuasion over Stalin – see Robert Nisbet’s Roosevelt and Stalin: The Failed Courtship (1988) - he made concession after concession to the Soviet dictator that ensured that after the war about a third of the world would end up under Communist tyranny.   Unfortunately Churchill, who understood Communism much better than FDR, had been scraping to the American president since even before Pearl Harbour – see Robert Shogan’s Hard Bargain: How FDR Twisted Churchill’s Arm, Evaded the Law, and Changed the Role of the American Presidency (1995), an account of how FDR swindled Churchill with the destroyers in 1940 – and so was in no position to do anything about it.

 

While Eastern Europe – including Poland, to protect which from the Nazis who had agreed with the Soviets to divide her between themselves, was the original reason for the war in the first place – is the most discussed of Soviet territorial gains due to World War II, the USSR also took over several regions in Asia that had been controlled by Japan.    This included a number of regions to the north of China that had, for much of the past millennium, been part of the Chinese Empire and which were of strategic importance to the Soviets in their designs to help Mao’s Communists take over China.  Mongolia, which had declared its independence from China when the last dynasty was overthrown, had been taken over by Soviet-allied Communists in the early 1920s, and while the Soviets had refrained from recognizing Mongolian independence in this early period, at the end of World War II during which they had repelled the Japanese invasion of Mongolia and used Mongolia as a base from which to launch their own attack on Japan, which FDR had “persuaded” Stalin to do at Yalta, they convinced China to recognize the independence of the Mongolian People’s Republic.  This was part of a treaty the Soviets signed with China in August 1945, the terms of which Nationalist China abided with – recognizing Mongolian independence following a plebiscite in October that had obviously been rigged by the Communists – but which the Soviets were covertly violating before the ink was even dry on it.  Bordering Mongolia was Manchuria, the region that had been home to the last ruling dynasty of China.   This had been taken over by the Japanese Empire in 1932 and on the day the Americans dropped the atomic bomb on Nagasaki, the Soviets, armed with weapons provided by the United States, invaded and took it from Japan.   When the Soviets withdrew from Manchuria the following year, nominally turning it over to the Republic of China, it was actually Mao’s army that took control of the region and turned it into a base to attack the Nationalists.

 

By this time FDR was dead and the remainder of his fourth term as president was being filled by Harry S. Truman.   That Truman was little better than FDR when it came to Communism, he would later demonstrate in his refusal to let General MacArthur win the Korean War.   At the time in question, however, the last half of the 1940s, the problem was not so much the American president but the Communists and Communist sympathizers who had become entrenched in the American Department of State with the previous president’s blessing.   Also problematic was another American World War II general with a decidedly different attitude towards Communism than that of the Pacific commander.   General George C. Marshall, whom FDR had made Chief of Staff of the US Army, was sent to China as a special envoy late in 1945 tasked with trying to resolve the Chinese Civil War.  The only solution that he was capable of thinking of was that the Nationalists needed to accept the Communists who were actively waging revolutionary war against them into a coalition government.   This was an obvious recipe for total Communist takeover.  Marshall threatened to withhold American financial assistance to China if the Nationalists refused to cooperate.   As it happened, the Communists were not interested in such a coalition either but, when Marshall’s mission ended in failure, he returned to the United States blaming the failure on Chiang Kai-Shek.  When, soon after, he was appointed Secretary of State by Truman, he used the position to fight against American assistance to the Chinese Nationalists.   Indeed, through the entire period that he served as special envoy to China and American Secretary of State and even earlier during World War II, Marshall worked to prepare public opinion to accept a Communist takeover of China by whitewashing Mao and his forces, claiming that they were merely “agrarian reformers” rather than Soviet style Bolsheviks.   Marshall died in 1959, one year into the “Great Leap Forward”, the Maoist version of a Stalinist five-year plan that generated a famine that killed more people in China than the Holodomor had done in the Ukraine.   It would have been interesting, had he lived to the end of the “Great Leap Forward”, to see whether he would have finally admitted just how much of a fool he had been about Mao in the 1940s.   He was hardly the only one, however.   His deputy and successor as Secretary of State, Dean Acheson was just as bad or worse, writing a thousand page White Paper at the time Mao was driving the Nationalists off the mainland, justifying the Truman administration’s policies towards the Republic of China and arguing that had they done anything differently it would not have prevented the Communist takeover, a laughable obscenity considering that what they had done was insist that the Republic of China clasp the viper of revolutionary Communism to its breast.  Aiding and abetting Marshall and Acheson in this, were the dolts working for the Institute of Pacific Relations, an international think tank funded by the Rockefeller and Carnegie Foundations, that published the academically acclaimed journals Pacific Affairs and Far Eastern Survey that had become heavily infested with Communists and Communist sympathizers, a great many of whom also served in the State Department and other bureaucratic and diplomatic offices in the Roosevelt and Truman administrations.   This was the basis of the charges of Communist infiltration made against the State Department by Senator Joseph McCarthy of Wisconsin.   Although the newsmedia and academic institutions made his name synonymous with witch-hunting over this, William F. Buckley Jr. and his brother-in-law L. Brent Bozell Jr made a convincing case as early as 1954 in McCarthy and his Enemies that there were witches indeed to be found in the State Department, cackling around their cauldron as if they were acting out the first scene of the fourth Act of Macbeth.   The mid-1990s public release of the files of the Venona Project, along with the opening of the Soviet archives after the Soviet Union collapsed at the end of the Cold War, established the point beyond a reasonable doubt, although the progressive nitwits in the media and academe, including or especially all those who accepted without question the unsubstantiated claims of Hilary Clinton that her failure to win a third term in the White House in 2016 was due to interference by the current Russian government, are unlikely to acknowledge this any time soon.  For the whole sordid tale of the IPR, which shared board members, staff, and a building with Amerasia the journal caught with almost 2000 classified documents stolen from the OSS and other American and British military intelligence agencies after it had rather stupidly published one in 1945, and the FDR-Truman policies that helped the Communists take over so much of Asia, see John T. Flynn While You Slept: Our Tragedy in Asia and Who Made It (1951).

 

It is easier to understand how the American leadership of the 1930s and 1940s could have been so naive at best and collaborative at worst towards Communism if we grasp that in a sense FDR was right about the relationship between American liberalism and Communism.   The two are cousins of a sort.   Both are the children of the Modern Age, and the philosophical spirit of that Age which spirit can be summed up in the idea that human beings need to abandon tradition, time-proven established institutions, religion and the like and pursue maximum freedom and equality through reason and science, movement towards which goal is what is meant by the word “progress” in its political-philosophical sense.   American liberalism is the direct descendent of the earliest manifestation of this spirit in the sixteenth-seventeenth century English movement that began as Calvinist Puritanism and secularized into Whiggery.   Communism is descended, through Karl Marx as interpreted by V. I. Lenin, from the Jacobin movement responsible for the French Revolution and the Reign of Terror (the revolutionary movement with which Marx aligned himself and for which he wrote began as a faction of the Jacobins).   Jacobinism, like American liberalism, was descended from Puritanism-Whiggery, but through the intermediary of continental philosophers such as Immanuel Kant and especially Jean-Jacques Rousseau.    So FDR was right that American liberalism and Communism have the same goal – a society in which freedom and equality are both maximized – but with different ideas about the means to achieve it.   Where he was wrong was in thinking that this was a worthy goal.   It is not.     Progress is not desirable but evil.  The end of the Modern Age is based upon a contradiction.   Freedom and equality, in their purest forms, are utterly incompatible with each other.   Freedom is compatible with justice but not with equality.   Freedom and justice were considered to be goods in the pre-Modern tradition, that is to say, desirable ends that were what they were as part of the transcendent order.   Freedom and equality are considered to be values in the Modern Age.  Equality is a perversion of justice.   It is to justice what a $3 bill is to real currency.   When idealists make equality their goal rather than justice – and when modifiers such as “social”, “racial”, “sexual” are added to the word “justice” it is actually equality that is meant – they think they are working towards a better society, but are actually making it worse.   Gresham’s Law states that bad money drives out good. Similarly, equality, the counterfeit of justice, drives out justice – and freedom along with it.  The ancients understood this – it is the point, or one of the points at least, of the myth of Procrustes, the giant with the “one size fits all” policy regarding beds, whom Theseus encountered on his way to Athens.   Just as Modern thought errs in thinking that freedom and equality are compatible, so it errs in thinking of pre-Modern thought and tradition as something to be dismissed and discarded except in that it can be interpreted, ala the Whig Interpretation of History, as leading to the Modern Age and its goals.   See Erik von Kuehnelt-Leddihn’s writings, especially Liberty or Equality (1952) and The Menace of the Herd (1943) for a fuller explanation of the incompatibility of equality and freedom.  For an illustration look to the French Revolution and all the Communist Revolutions that took their inspiration from the French.   While the Jacobins who founded the first French Republic, the Bolsheviks, the Maoists, the Khmer Rouge, etc. all saw themselves as “liberators” and claimed “liberty” or “freedom” as an ideal as much as the Americans do – the motto of the French Revolution, remember, was “liberty, equality, fraternity” - the French Republic and all the People’s Republics were terror states, life within which could hardly be described as freedom.   That the American Revolution did not immediately produce a similar state is due to a number of reasons, the foremost being that while the leaders of the Revolution were liberals with the same contradictory program of freedom and equality as the Jacobins and Bolsheviks, the Revolution they led was a secession movement rather than the seizing of a central state and furthermore, a secession movement on the part of a coalition of political entities which, once secession was achieved, initially established a much weaker central government than what it eventually grew into because they wished to preserve their own powers in the new federation, and thus the liberals were not able at first to impose their agenda like a Procrustean bed on all Americans from the top down, which meant that much of the freedom of the pre-Revolution tradition was able to survive.

 

While nobody in their right mind wants to see the inhabitants of Formosa fall under the totalitarian rule of Beijing – the recent example of what happened to the inhabitants of Hong Kong when it was transferred to the People’s Republic should suffice to convince anyone not yet persuaded that life under Red Chinese rule is not desirable – it is a mistake to look to the United States to preserve their freedom.   It is not just that American liberalism is cousin to Communism and that the United States failed to prevent the Communist takeover of mainland China and arguably abetted it.   It is America’s self-contradictory policy with regards to China.   By agreeing with both Beijing and Taipei that there is only “One China” including both the mainland and Formosa, they take a position that keeps them from supporting Formosan independence qua independence and requires them to support one of the governments as the sole legitimate government of all of China.   They cannot support the government in Taipei as the legitimate government of all of China and retain their relations and trade with the Peoples’ Republic.   Therefore, they logically have to support the People’s Republic as the legitimate government.   So far their commitment to keep Formosa from falling into Communist hands has prevented them from doing so in an unambiguous manner.   This does not seem to be a sustainable position in the long run however.   The current incident that is the occasion of this essay demonstrates that among other things.

 

I will conclude by saying that in my view neither the Republic of China in Formosa nor the People’s Republic of China on the mainland is legitimate.   My views lean towards Jacobitism rather than Jacobinism, albeit Dr. Johnson’s brand of Jacobitism in which loyalty is to the current reigning house, and accordingly I regard no republic as legitimate.   I therefore take a legitimist position with regards to China.   The legitimate heir of one of the ancient dynasties – I will leave it to the Chinese to determine which one – should be found, and restored to his throne over all of China, and both the Republic and the People’s Republic ought to be dissolved into the restored Chinese monarchy.   That is the proper resolution to the situation.   Since the Americans are not likely to get on board with it any time this side of the Second Coming, when they will have to repent of their republicanism and democracy and bow the knee to the King of Kings if they don’t want to share the fate of the first Whig, the devil, the Chinese will just have to do it themselves.

The Triumph of the Donald

Eight years ago, Dr. Thomas Fleming, then editor of Chronicles Magazine, wrote that no matter who won that year’s presidential election the outcome was known – the victor would be the worst president in American history. This was an understandable prediction. The candidates that year were John McCain for the Republicans and Barack Obama for the Democrats. The former was a warmongering hawk who was likely to have started a World War. The latter was a man who had an agenda of racial division and strife that he tried to hide behind a façade of substance-free, positive sounding tripe about hope and change.

This year the Democratic Party put forward as their candidate someone who was a combination of the worst elements of both John McCain and Barack Obama – Hillary Rodham Clinton. Mercifully, it is Donald John Trump and not her, who has just been elected the next president of the United States.

The media, which has treated Trump’s campaign as a joke from day one, and has predicted his failure every step of the way up until this last evening when it became evident that he would win the required number of electoral college votes is now trying to figure out how they could have been so wrong and how to explain Trump’s victory.

They need look no further than the writings of a late colleague of the aforementioned Dr. Fleming, Dr. Samuel T. Francis, one-time award winning editorial columnist with the Washington Times and political editor of Chronicles. A traditional Southern conservative and a sworn foe of political correctness, Sam Francis was also a brilliant student of Realpolitik and the Machiavellian elite theory of power politics as articulated by ex-Trotskyist-turned-Cold Warrior James Burnham. Accepting Burnham’s thesis in The Managerial Revolution, that the paths of socialism and capitalism had converged and a new type of society that was neither and both had emerged led by a new elite of technocratic managers and bureaucrats, Francis attributed the problems he saw in late twentieth century America to this new elite. He brilliantly diagnosed the combination of the breakdown of law and order and border security with the tyranny of political correctness, bureaucratic overregulation, and the surveillance state as anarcho-tyranny – a synthesis of anarchism and tyranny. In the theories of liberal sociologists Donald Warren about MARs – Middle American Radicals – Francis believed he had found the solution to the problem. The exportation of their jobs through free trade, the importation of their replacements through mass immigration, and their being heavily taxed to pay for a welfare state while being targeted by anti-discrimination laws, affirmative action, and political correctness in general, had potentially radicalized middle class white Americans. A populist nationalist could tap into this potential to fight against the new order. Francis’ friend Patrick J. Buchanan, columnist and former speech writer for Richard Nixon and Ronald Reagan, attempted to do this three times in 1993, 1996 and as a third party candidate in 2000.

Buchanan, unfortunately, came nowhere near the White House and so Sam Francis, who passed away eleven years ago, did not live to see his arguments bear fruit.

The reason why the same populist, nativist, platform that failed to produce a Buchanan presidency has carried the Trump train all the way to the White House is evident in this year’s presidential race. To win, Trump had to first fight off all the other contenders – each preferred by the Republican Party’s own establishment over himself – for the Republican nomination. Then in the general election he had to fight the Democratic Party, a united mass media, the powerful financial interests behind Clinton, and more often than not the establishment of his own party. To do this required a particular combination of credentials which only Donald Trump possessed.

First, as a very successful businessman he was extremely wealthy – enough so that he did not have to rely upon the financiers to whom he would otherwise be indentured and no different from any other politician. The same could be said of Ross Perot – but Perot chose to run as an independent and third party candidate, paths that lead to nowhere.

Second, as the host of the popular reality/game show The Apprentice, Trump was a world famous celebrity and therefore not someone who could simply be silenced or ignored.

Finally, Trump had the combination of sincere patriotism, sheer egotism, and unrelenting determination sufficient to weather everything that his powerful enemies threw at him.

It was only someone with this particular combination who could capitalize on Francis’s MARs strategy and carry it through to victory.

I cannot recall a time when the outcome of an election pleased me more than this one. That may seem odd, coming from someone who is neither an American nor a republican, but is rather a Canadian Tory who can only tolerate popular democracy when it is mixed, as it is in our parliamentary system, with hereditary monarchy. For that matter I have long been of Erik von Kuehnelt-Leddihn’s opinion that the ideology which is nationalism is a dangerous substitute for the virtuous sentiment that is true patriotism. Donald Trump does not strike me as being an ideologue, however – it was amusing to hear a representative of the Democratic Party interviewed on CBC after the third presidential debate talk about Trump’s ideology, as if he had one – and on practical matters such as immigration and free trade the difference between patriotism and nationalism is somewhat moot. There is a certain amount of schadenfreude in this, I confess – I have long loathed Hillary Clinton, everything she stands for, and the type of people who have been backing her. It is very satisfying, however, to see someone who has his country’s good at heart, on matters like trade and immigration, win out over the forces of globalism and political correctness that have seemed undefeatable for decades.

On November 8th, 2016 the American voting public sent a very clear message – to both Hillary Clinton and the politically correct, corporate globalist elites. That message, put simply, was “you’re fired!”

Now that Donald Trump has been elected president the question will be whether he will do all the things he has promised to do. There are many that say that he won’t – but they also said through this entire race that he would never be able to win this primary or that one, that he would never be able to secure the Republican nomination, that he would never be able to defeat Hillary Clinton – and he proved them wrong at every turn. Hillary Clinton, with her combination of all the bad traits of both John McCain and Barack Obama, had she won, would have been the worst American president in all of history. Donald Trump, if he accomplishes even a fraction of what he has set out to do, may very well go down in history as their greatest and best president ever.

A Question of Style and Substance

When William F. Buckley Jr., having assembled an impressive team of right-of-centre men of letters such as his eccentric Yale mentor Willmoore Kendall, ex-Trotskyist Machiavellian Cold War analyst James Burnham, and Austrian Catholic royalist aristocrat Erik von Kuehnelt-Leddihn, launched his journal National Review in 1955, he declared in its statement of purpose that it “stands athwart history, yelling Stop”. Many, impressed by Buckley’s rhetoric but not by the magazine’s subsequent performance, especially since it has reversed itself on many of the positions it took in the 1950s and 1960s, have suggested that this should read “stands athwart history, yelling ‘slow down’”. Personally, I think that Buckley was somewhat misguided from the beginning and that a nobler purpose would have been to “stand athwart history, yelling ‘turn this sucker around, its heading in the wrong direction.’”

National Review quickly became the flagship publication of the intellectual wing of the American conservative movement which at the time was a loose, “big tent”, coalition of disparate groups and individuals united by their common foes: welfare socialism, International Communism at home and abroad, and the forces of social, moral, cultural, and civilization decay that had begun to manifest themselves in such forms as the sexual revolution and feminism. Many of the elements of this movement were actually liberals in the older, nineteenth century sense of the term, such as the economists of the Chicago and Austrian schools respectively, Milton Friedman and Ludwig von Mises. Others were conservative in the traditional sense of the term, including the aforementioned Erik von Kuehnelt-Leddihn and the other Catholic monarchists who had fled the Nazi and Communist occupations of Europe. There were also American born traditionalists who combined elements of traditional conservatism and classical liberalism. In the eighteenth century, the classical liberal or Whig statesman, Edmund Burke, had borrowed the arguments of the Tories, or classical conservatives, for tradition, order, and prescriptive institutions such as the British monarchy and established church, to defend these against the kind of fanaticism that had spawned the violence and destruction of the French Revolution. Russell Kirk, an American disciple of Burke’s, adapted these arguments into a defence of the liberal, republican, institutions of his own country, the United States.

Realizing that a movement needs to be united around something positive rather than merely a common set of enemies, National Review promoted an idea called fusionism, developed by one of its original editorial staff Frank S. Meyer as a synthesis of classical conservatism and classical liberalism that would defend tradition and freedom at the same time. At this point, lest anyone think that the title of my website is a nod to this idea, I should say that I chose “Throne, Altar, Liberty” as a title to advance a different idea – the idea that it is the traditional institutions of monarchy and established religion which provide the necessary foundation and context for personal freedom and that therefore it is and always has been the Tory, the champion of these institutions, who is the true friend of freedom and that he does not need to borrow from the vain philosophies of John Locke and J. S. Mill in order to be such.

Initially, National Review took bold and daring stands against the progressive liberal consensus that the rest of the media was trying to build on a number of hot button issues. It stood up for the Southern states when everyone else was seeking to pillory them, refused to jump on the Martin Luther King Jr. bandwagon, challenged the wisdom and justice of the 1964 Civil Rights Act, defended scientists and academics who did not doctor the facts about matters such as IQ to conform to the neo-Lysenkoism that had become official dogma, and poured contempt on international efforts to bully Rhodesia and Southern Africa into accepting black majoritarian rule. Over the years however, it seems to have toned down its rhetoric, watered down its message, and even reversed its position on a number of issues. On a number of occasions it has jettisoned writers and editors over controversial positions they have taken – examples include Joe Sobran on Israel and the Middle East in the early 1990s and Peter Brimelow and John O’Sullivan on mass Third World immigration in the late 1990s.

Sometimes the magazine supports a candidate in the primaries for an American presidential election – Barry Goldwater and Ronald Reagan as examples – and sometimes it does not. This year it has chosen to go the route of waging a campaign of opposition against a candidate, the candidate in question being Donald Trump. Last week it posted to its website an official statement from the magazine’s editors entitled “Against Trump”, giving reasons why they feel that conservatives should not support the Donald, as well as a symposium of several conservative figures, who for one reason or another are not in favour of Donald Trump.

Now, as a patriotic Canadian and a firm royalist who does not approve of republics and presidents, I do not, of course, have a proverbial dog in the fight that is the American presidential election. I do confess, however, to having greatly enjoyed watching from up north as Donald Trump has enraged the feminists, open borders liberals, anti-racists, and all the other more-enlightened-than-thou, politically correct, killjoys who are the bane of post-modern existence. Perhaps it is because of this that I am inclined to see National Review’s anti-Trump campaign as yet another example of the magazine’s lamentable decline from the cutting edge challenger of the progressive zeitgeist that it once was.

The editors’ argument against Trump could be summarized in the complaint that he is a populist rather than a conservative. This is true in itself, and the distinction is an important one, but it does not follow from this that conservatives ought not to support Trump. Conservatism seeks to preserve, protect, and pass on the valuable institutions and traditions that have been passed on from the past, whereas populism seeks to mobilize and harness discontent on the part of the populace with the powers that be. It is difficult to reconcile these two projects, and historically the conservative has wisely viewed populism with suspicion because of the great destructive potential of the forces it wishes to unleash. Nevertheless, the reconciliation of the protection of heritage with the giving voice to popular outrage is not impossible, and National Review need look no further than their late former publisher, William Rusher, for a man who successfully combined traditionalism and populist activism. Up here, the last decent man to serve as Prime Minister, John Diefenbaker, was another example. He was on the one hand a prairie populist, who spoke out on behalf of rural, small town and farming, communities and regions against the arrogance of the money and business interests in central Canada and on the other hand a Tory firmly committed to Canada and her traditional institutions, such as Parliament and the monarchy. Indeed, when a powerful elite makes itself the enemy of the traditions and institutions the conservative cherishes, he is forced into the position where he must join forces to some extent with populism.

Interestingly, the editors of National Review themselves provide, albeit unintentionally, evidence that this is in fact the present situation. They refer, in one paragraph, to the “permanent things”, an expression from T. S. Eliot’s The Idea of a Christian Society that Russell Kirk had borrowed to indicate the things which the conservative cherishes and guards. As examples of the permanent things they give “constitutional government, marriage and the right to life.” Leaving aside the fact that in recent years National Review has often seemed to treat these things as expendable rather than permanent, having posted less than a year ago a screed arguing for capitulation to liberalism on a major point touching the second of them, is there any serious doubt that the predominate elites in the United States and the rest of the Western world have aligned themselves against marriage and the right to life?

Now to the preceding argument it may be objected that Donald Trump is not campaigning on a pro-life, pro-marriage platform but on a nativist, anti-immigration, platform. This is true, but in answer to this objection I would respond, first of all, by observing that it is the same elites who have set themselves against marriage and the right to life who are the ones who believe in a world without borders, in exporting jobs to the Third World and importing workers from the Third World, and who cannot stand the thought of closing the borders to any group of people even if doing so is an eminently sensible and obvious thing to do from the perspective of national security. Secondly, I would argue that immigration is obviously another matter on which conservatives should join forces with populism.

As recently as one hundred years ago, there was broad agreement across the political spectrum that it was countries who let immigrants in rather than deciding after the fact what to do with immigrants who let themselves in and however many immigrants a country let in to meet her needs at the time immigration should not fundamentally change the character of the country. A little over half a century ago, when liberals across the Western world began to push for more relaxed immigration policies, they still gave lip service to the old consensus, arguing that their policies would not drastically change the character of their countries, while conservatives, most notably those who were the farthest thing from populist rabble-rousers such as classical scholar-turned-High Tory statesman Enoch Powell in the UK and award-winning Catholic legitimist novelist Jean Raspail in France, argued that it would, and that it should not be allowed to happen. Now that liberal immigration is so changing the character of our countries that it is too obvious to pretend that it is not taking place, the new liberal line of argument is “so what, you are a racist if you have a problem with it.”

That conservatives, of all people, should be opposed to policies that are radically changing the character of our countries, is something of which the present editors of National Review are clearly aware. They therefore do not argue for an outright open-borders position but instead complain that Donald Trump’s proposals are unworkable, his position irresponsible, and his rhetoric vulgar. Whether his proposals would work or not are a matter for discussion and debate, although I think the arguments that they would not are incredibly weak.

The question that remains is do the editors of National Review, agree in substance with the old consensus that it is countries who will decide who they let in, that they will decide according to their own needs, and however many they decide they will not allow the fundamental character of their countries to be changed by immigration, and merely object to the vulgarity of Donald Trump’s populist style? Or is it rather that they disagree with the old consensus, and are really open-borders, one-world, liberals who are using Trump’s vulgar style as a pretext in a desperate campaign against the first man in decades who seems capable of shattering the new, liberal, consensus?

The Tory and Patriotism

One of the most familiar remarks of Samuel Johnson, as recorded by his biographer James Boswell, is that “patriotism is the last refuge of the scoundrel.” Lest anyone think that his remarkable subject was impugning the virtue of patriotism, Boswell explained that it was false rather than true patriotism, of which Dr. Johnson was speaking. This clarification would have been unnecessary for anyone who had read “The Patriot”, a tract addressed to the electorate of Great Britain that had been written and published by the famous lexicographer and wit in 1774, an election year, and the year before he made his famous remark. In that pamphlet, Dr. Johnson explained what true patriotism was and how it could be distinguished from patriotism falsely professed to cover up baser qualities, motivations, and actions. He defined a patriot as “he whose publick conduct is regulated by one single motive, the love of his country; who, as an agent in parliament, has, for himself, neither hope nor fear, neither kindness nor resentment, but refers every thing to the common interest” and declared that “no man can deserve a seat in parliament, who is not a patriot,“ for “no other man will protect our rights: no other man can merit our confidence.” (1)

Dr. Johnson was a Tory – a classical conservative who supported traditional royal and ecclesiastical authority against radical, revolutionary, and modernizing forces – and two years after his pamphlet was published, thirteen of Britain’s colonies in North America declared their independence from the Crown and Parliament, launching the war in which the revolting colonists, fighting against the Tories who remained loyal to their king, would take upon themselves the name of patriots. This revolution grew and developed out of the kind of patriotism Dr. Johnson had dismissed as false and so “The Patriot” can be read as a judgement on the American Revolutionaries as well as the Parliamentary Whigs. It stands to this day as the best worded statement of the Tory view of patriotism in the English language.

Such a statement is more needed now than when it was first written. For while Dr. Johnson wrote against politicians who cloaked themselves in patriotism to hide their unworthy motives and goals, the two and a half centuries since have seen the rise of far greater threats that call for a strong dose of true patriotism as their antidote. Six years after the Treaty of Paris brought the American Revolutionary War to an end another revolution broke out in France, the first of the revolutionary movements that would target royalty, the nobility, and the established Church in the name of “the people” in nineteenth and early twentieth century Europe and which would ultimately produce the terror states of Nazism and Communism, foreshadowed in the Reign of Terror in the French Republic of the mid-1790s. These movements were inspired by the writings of Jean-Jacques Rousseau who in his call for a revolution that would establish a state in which the will of the people would be sovereign and all opposition to that will would be brutally supressed became at once the father of modern democracy and of totalitarianism. He also became the father of what in the nineteenth century would be dubbed nationalism.

Although many confuse the two, nationalism is not patriotism. Nor, for that matter, is it right-wing in the historic and traditional sense of this term although it is widely thought to be so today. The historic right is identical with Toryism and stood for royalty, nobility, the established church, organic community, tradition, and a concept of the common good that encompassed all of these things. Nationalism, from the French Revolution through to the Third Reich, was opposed to all of these things and allied with democracy, revolution, totalitarianism, and in the case of the Third Reich, socialism. It is the inevitable product of Rousseau’s doctrine of popular sovereignty when the idea of the people is equated with that of the volk, the nation, or the ethnic group, as it was almost universally so equated until 1945.

The difference between nationalism and patriotism was best explained by two Catholic, monarchists, from central Europe who taught in the United States, Erik von Kuehnelt-Leddihn and John Lukacs. (2) Just as the French Revolutionaries had joined mutually exclusive concepts when they included both liberty and equality in their motto, Kuehnelt-Leddihn explained, so have those who speak of “blood and soil”. Blood, nationalism, and equality, go together he argued, for “blood is an equalizing and generalizing factor”, as do soil, patriotism, and freedom because “the soil makes free men (the peasant and the landed nobleman are free)”, but the two sets do not mix well with each other. (3) Furthermore, nationalism is argumentative, he maintains, for the nationalist is always trying to prove his nation to be superior, whereas patriotism is not for:

Just as an intelligent man would never try to argue that his parents were the “best in the world,” so the patriot considers his attachment to his country a matter of loyalty. (4)

Lukacs put it this way:

Patriotism is defensive; nationalism is aggressive. Patriotism is the love of a particular land, with its particular traditions; nationalism is the love of something less tangible, of the myth of a “people,” justifying many things, a political and ideological substitute for religion. Patriotism is old-fashioned (and, at times and in some places, aristocratic); nationalism is modern and populist. (5)

Patriotism is the feeling of attachment and loyalty one has to one’s home as extended to his country. Edmund Burke, a friend of Dr. Johnson’s although, ironically, almost certainly one of those he had in mind when he spoke of the false patriotism that is the “last refuge of a scoundrel”, notably remarked that:

To be attached to the subdivision, to love the little platoon we belong to in society, is the first principle (the germ as it were) of public affections. It is the first link in the series by which we proceed towards a love to our country, and to mankind. (6)

This affection for home that, taken to a larger scale, becomes patriotism, is one that we naturally develop unless something happens to prevent its development and it is inseparably tied to another natural affection, our love for our family. It is the fact that our family, our loved ones, live there, that makes a place our home, for apart from this it would be merely a house, a building. Therefore, while Kuehnelt-Leddihn and Lukacs are right to say that the focus of patriotism is on soil rather than blood, the true love of country cannot exclude one’s countrymen any more than love of home can exclude one’s family.

It is vital that we recognize this because a much greater threat than nationalism has developed in Western civilization. Since 1945, liberalism and the left have held up Adolf Hitler’s example as having permanently discredited the idea of volk or nation, i.e., a group connected by ties of blood, language, culture, and history, at least for Western countries. At the same time they continue to affirm the basic idea that was the foundation of both Hitler’s nationalism and his socialism – Rousseau’s concept of popular sovereignty, despite the fact that this concept is far more closely tied to the form of despotism Hitler practiced than the idea of nationality and that this concept, divorced from that of the volk or nation, produced despotism on an even larger scale in the Communist countries. (7) The result has been the permeation of Western civilization by a perverse ethnomasochism. If nationalists insist on the superiority of their own race, culture, and nation over all others, this ethnomasochism insists on the superiority of all other peoples and cultures to their own and expresses a death wish for its own people and culture. This is far more morally reprehensible than even the most jingoist of nationalisms, but, like the envy at the heart of socialism, it hides behind the mask of virtue - or at least what modern minds mistake for virtue in the empty concept of tolerance. Roger Scruton has described this ethnomasochism as oikophobia, giving this word the meaning of “the repudiation of inheritance and home”. (8)

From the Scylla of nationalism, which sacrificed millions in war to its idols of race and nation, we would appear to have escaped only to fall into the gaping maw of the Charybdis of ethnomasochistic oikophobia, (9) which would sacrifice all Western peoples and cultures to its own far deadlier Moloch.

Faced with these modern alternatives, the Tory looks to the ancient virtue of patriotism, the natural love for home extended to take in one's country, complete with people, customs, and institutions, as the antidote to both these poisons.

The Tory and Globalization

As we have seen, the Tory, the classical conservative whose believes in a stable and secure social and civil order in which royal and ecclesiastical authority pursue their shared vocation to cooperate for the common good, accepts market capitalism with many reservations and qualifications, and rejects socialism with a few light reservations. The market, he insists, can only be the force for good that liberals maintain that it is, in the context of the secure civil order and a culture informed by a moral tradition that supplies the brakes on human avarice that the market itself does not contain. Completely unfettered, as the liberal believes it ought to be, market capitalism becomes an idol that enslaves man rather than a servant that works for his good and a force that dissolves the social and civil order and the moral tradition. To alleviate the misery that had been brought about by the transition from feudal, rural, agrarianism to modern, urban, industrialism and to protect against the threat of revolutionary socialism, Tories introduced modest social legislation with the goal of healing the rift between rich and poor and reuniting them into “one nation”. Social legislation, unfortunately, has the tendency to grow and expand into what today we call the welfare state, more accurately called the provider state, which is as deleterious to the social and civil order and the moral tradition as unfettered capitalism. It allows people to think of themselves as generous and charitable, not for cultivating the virtue of liberal magnanimity by the giving of what is their own, but for voting help to the needy out of what is their neighbours’. It does harm by contributing to illiteracy, illegitimacy, the absence of fathers, high rates of criminal activity and victimization, substance abuse, and multigenerational poverty and dependence, among the people it is designed to help. It hinders the reforming of the organic ties, relationships, and institutions that were uprooted by the advent of capitalism.

The provider state is also one aspect of the convergence of capitalism and socialism that has taken place over the last century. A little over a century ago, Hilaire Belloc predicted this convergence in a book entitled The Servile State. In the struggle between capitalism and socialism, Belloc argued, neither was destined to prevail over the other but both together were moving towards the creation of system in which the bulk of society would consist of a labour force that would work for the owners of capital in times of economic prosperity and be maintained by the state in times of economic hardship. What Belloc called “the servile state” is remarkably similar to what Erik von Kuehnelt-Leddihn called the provider state.

It is ironic, perhaps, that in the decades following World War II when capitalism and socialism were most at odds with each other, as their avatars in the United States and Soviet Union respectively, were locked in what James Burnham called a “struggle for the world” with each other, that it became most apparent that the two were converging in the way Belloc had predicted. That the two would ultimately converge, however, is not in itself ironic, despite the tendency of the advocates of each to represent the other as their polar opposite, for both are manifestations of modern thought. The liberal who believes in capitalism and the leftist who believes in socialism both alike think of man primarily as a producer, distributor, and consumer of material goods. Furthermore, both tend to see man on a universal scale rather than in the context of a rooted tradition. Most importantly, both conceive of human history, especially that of the modern age, as moving forward from a past of darkness and suffering to a future of happiness and light. They are both, in other words, progressive.

That which unites the liberal and the socialist, separates both from the Tory, who is not a progressive. Canada’s most distinguished Tory thinker, George Grant, explained how the modern concept of progress was a secular mutation and perversion of the Christian doctrine of the Kingdom of God. Christianity teaches that God acts through history, particularly through the events recorded in the Gospels, to accomplish man’s salvation, to be fully unveiled in the future Kingdom of God. Modern man, has retained this general idea of the shape of history, in which he has replaced the Kingdom of God with the Kingdom of Man, thus arriving at the concept of progress. (1) In his best known book Grant described this Kingdom of Man, the end to which the age of progress is moving, as a “universal and homogenous state”. While Marxists thought that theirs was the true vision of progress and condemned American capitalism as reactionary, Grant argued that the American liberal had the truer understanding of the nature of the future state, one in which man would be completely free to remake himself and his world according to his will and that American capitalism rather than socialism would prove to be the means whereby the universal state is to be achieved. (2) As a Tory, however, Grant took a sceptical view of that universal state, looking back to the wisdom of the ancients, who held that a universal state would be a state of tyranny.

In one sense, history has borne out his assessment that the universal state would be that of the liberal rather than the Marxist in that the side of capitalism certainly won the Cold War, ushering in a new era that has been thought of by many as a Pax Americana. In this era, countries that have retained the Communist creed, such as Red China, have introduced market reforms, so as not to repeat the economic collapse of the Soviet Union, and socialist parties in Western countries such as Roy Romanow’s NDP in Saskatchewan in the 1990s and Tony Blair’s “New Labour” in the United Kingdom have also embraced the market economy. This is only one side of the picture, however.

As socialism has embraced the market, seemingly being taken over from the inside by capitalism, liberal capitalism in turn has embraced key elements of socialism. In the second chapter of The Communist Manifesto, Karl Marx and Friedrich Engels, identified certain means whereby the industrial workers, having seized political power and become the ruling class, would wrest capital from the bourgeoisie and centralize it in the State and revolutionize the mode of production. They listed ten such measures as being “generally applicable” in “most advanced countries”. The second, fifth, sixth, and tenth of these have been implemented in all capitalist countries as have, to one degree or another, several of the others. (3) The capitalism that has conquered socialism from the inside, in other words, has itself been deeply penetrated by Marxism.

While Grant’s assertion that capitalism, rather than socialism, is the vehicle of progress must, therefore, be qualified by the recognition that the capitalism in question is one that has converged with socialism into the servile state predicted by Belloc, that it is moving us towards the “universal and homogenous state” is evident and indeed, is a fact celebrated by some of its advocates. (4) Nowhere is this more evident than in the phenomenon of globalization, the economic integration of the markets of the world, which phenomenon gives further testimony to how capitalism and socialism have converged in that among the main charges levelled against the corporations that profit from globalization is that these capitalist companies sell good manufactured in sweatshops in Communist China.

Globalization has been brought about through the means of free trade treaties negotiated between countries, both regionally as in the European Common Market and NAFTA, and on a global scale, such as in GATT. Free trade, in which tariffs and other protections of domestic markets are dropped to facilitate trade across national boundaries, has been a key element of liberal economics since Adam Smith and while the arguments for it from an economic point of view are not entirely lacking in merit, it has long been the element of free market economics of which the Tory has been most suspicious and for good reason, not least of which being that liberal advocacy of free trade being so often dressed up in utopian dreams of establishing a permanent world peace. While the Tory’s reasons for favouring specific protection policies may vary from age to age, and place to place, from the protection of a rural agrarian economy in the early nineteenth century Corn Laws in Britain to the protection of a developing manufacturing economy in the late nineteenth century economic nationalism of the Conservative Party in Canada, he accepts that the obvious truth of Ludwig von Mises’ argument that governments lack the ability to calculate what is best economically for everyone in their country individually, does not apply to their ability to determine what is best for their country collectively. It is in no country’s best interests to so integrate national markets that those who profit the most are companies and individuals with no patriotic loyalty or attachment.

There are, of course, many who make a big show about protesting against globalization every time there is a trade summit of some sort, but to the extent that they have any motive other than “it’s the cool thing to do” or “my teacher says I ought to”, it is much more like the envy that drives socialism than any patriotic objection to global integration. Indeed, their complaints against globalization are expressed in explicitly anti-patriotic language that depicts their own countries as villains and other people on the other side of the world as virtuous victims. The Tory recognizes that these are no true allies in the patriotic fight against globalization and the progressive universal state.

The Tory and Social Legislation

The Tory is the classical conservative in whose traditional view of society the common good can only be achieved through the alliance of royal and ecclesiastical authority. He accepts capitalism, the economy in which business is privately owned and operated and goods and services are bought and sold in an open market, with the qualifications that the market can only perform its function of converting self-interest into the common good, when set in the context of the social and civil order and of a moral and cultural tradition which supplies the brakes on our tendency to take the basic human appetite for acquisition to excess in the vice of Avarice that the market itself lacks. He rejects socialism, the utopian dream of achieving greater justice and happiness through the collective ownership of productive property, as something unfit for men as they actually are and which in practice could only increase injustice and misery and, worse, as being the sin of Envy trying to hide its ugly face behind the masks of charity and compassion.


The topic of socialism raises the question of social legislation, by which name we designate laws passed and programs operated by the state for the purpose of ameliorating the human condition by alleviating suffering and want. Today such legislation is usually regarded as falling under the province of socialism. Indeed, there are many people, who would think first of this, rather than collective ownership, when they hear the word socialism. Yet historically, it was Tories who introduced several key elements of social legislation. (1) Furthermore, they did so with the explicit motivation of combating socialism.


The most important figure in the history of Tory social legislation was Benjamin Disraeli, the Earl of Beaconsfield, who served under Queen Victoria as Prime Minister briefly in 1868, then again from 1874 to 1880. In the 1870s his government passed multiple reform acts aimed at improving the conditions of the lower and working classes, but more importantly he put forward a theoretical justification for these bills, grounded in Tory principles. Decades before he became Prime Minister he wrote the novel Sybil which illustrated his arguments. From the sixteenth century until his own, he argued, a series of factors including the confiscation of the church lands under Henry VIII, the enclosure of the commons, industrialization, and the growth of the cities, caused the lower classes to lose so much security and so many of their traditional rights as to make the rich and the poor in effect, “two nations”. The Tory must seek to re-integrate these into “one nation” that secures the rights of rich and poor alike, lest the latter become the followers of some demagogue or socialist bent on revolution. He appealed to the traditional Tory principle of noblesse oblige – that those in high social, political, and economic positions have duties to those in lower positions – to make his case.


In Disraeli’s “one nation conservatism” we see the fundamental difference between the Tory and socialist arguments for social legislation. The Tory and socialist both have additional motivations to pass social legislation apart from its internal purpose of alleviating human misery. These motivations are diametrically opposed to each other. The Tory introduced such legislation to unite the country. Socialism, however, wants to level the classes and create social, political, and economic equality. This is not a unifying doctrine, but a divisive doctrine, aimed at organizing the masses of “have nots” against the hated “haves” class. For socialism, social legislation is a weapon of aggression in its war against the “haves”.


Such radically different ends, at cross-purposes with each other, cannot help but produce differences in the nature and scope of the social legislation approved by the Tory and that advocated by the socialist.


The differences in nature are easier to illustrate than to explain. To give one example, the Tory has historically preferred unemployment insurance over outright handouts. Canadian Prime Minister R. B. Bennett, in a radio address defending the unemployment insurance legislation his government was proposing eighty years ago, said “If he [the workman] is able and willing to work, but can get no work, provision must be made for his security in a decent way. By this I do not mean the dole. The dole is a rotten thing. It is alike an insult to the worker and to those who profess to have control of our industrial system.“ (2) Unemployment insurance preserves the dignity of everybody involved in a way that relief handouts – the dole - do not.


The difference in scope is simple to explain. Socialism’s view of social legislation is expansive, with no internal boundaries or limitations on how far it can expand. This must necessarily be the case, because socialism has set an unattainable end, equality, as its goal. The Tory, on the other hand, is inclined to a minimalist view of social legislation. He sees that the realities of modern existence are such that it is necessary that there be some degree of public policy to guarantee that help is available to the aged, infirm, and those for whom no gainful employment can be found, but insists that we must strive to limit that policy to what is absolutely necessary. (3) He recognizes what the socialist does not, that social legislation taken too far, does more harm than it does good.


The socialist would say that theirs is the more charitable and generous approach. This, however, is nonsense. Social legislation is not about charity or generosity, virtues that can only be cultivated by individual persons, but about the security and stability of the social and civil order. “The supreme function of statesmanship”, Enoch Powell said, “is to provide against preventable evils.” (4) Unrest and revolution, due to misery and want, are the preventable evils that social legislation provides against.


In a different speech from that quoted in the previous paragraph, Enoch Powell explained how when given too large of a scope, social legislation can produce the very unrest it is supposed to prevent. He distinguished between two meanings of the phrase “welfare state” (5), which correspond to the Tory and socialist visions of social legislation. The first, he said, was that “the state is the agency by which the community discharges its responsibility to ensure a tolerable livelihood to all its members.” (6) The second is that “the state undertakes on behalf of its members the responsibility for meeting whatever needs of theirs it chooses to recognize.” Observing that there had been a rapid transition since WWII from the first to the second meaning, he remarked that:


The state which undertakes, and is accepted as undertaking, the obligation to meet the general needs of the citizens is particularly vulnerable to violent agitation, for one simple reason – the obligation it has accepted is by its nature unlimited. It follows that the material for dissatisfaction is likewise unlimited.


There are plenty of other evils attendant upon the growth of the welfare state from the basic security net envisioned by Disraeli and Bismarck into the Santa Claus state. Created by democratic assemblies, administered by arrogant bureaucrats, and paid for out of obscenely high taxes, the Provider State works against the end for which the ancients saw the state as being established, by discouraging rather than facilitating the cultivation of habits of virtue. “One of the worst effects of national welfare systems”, Dr. Thomas Fleming wrote, “is that they diminish our capacity and our desire to perform voluntary works of charity.” (7) Worse, they allow us to pride ourselves on our “charity” and “generosity”, not for giving alms to the poor out of our own pocket, but for voting them out of all of our neighbours’ pockets. Which is to say nothing of the deleterious effects that this kind of social legislation has been observed to have had on its recipients. (8)


Ultimately, social legislation, in its expansive, Provider State form, is a repudiation of the good principles upon which Tories like Disraeli stood when introducing their more modest version. These Tories hoped to redress evils that had been brought about by industrial capitalism having uprooted the organic relationships of pre-modern society. It is in our social nature to form such relationships, and to reform them should they be destroyed, but it is the nature of the socialist Provider State to impede the reforming of the organic relationships uprooted by liberal capitalism. Consider again how Powell defined the original meaning of the welfare state “the agency by which the community discharges its responsibility to ensure a tolerable livelihood to all its members.” In the pre-modern order, that agency was the church not the state, (9) and one of the obvious effects of the Provider State has been to reduce the influence of the church in society, not to restore it to its pre-modern place at the heart of the community, a restoration for which the Tory longs.


Unfortunately, it seems to be the nature of social legislation to expand into its socialist form (10), and so the Tory will be fighting an uphill battle as he strives to roll it back and contain it in the form where it does the most good and the least evil.
